In the context of economic globalization, the rapid expansion of cross‑border e‑commerce (CBEC) is profoundly reshaping the circulation industry. This study investigates the driving effect of CBEC on the modernization of the circulation industry through a combined theoretical and empirical approach. The results demonstrate that CBEC significantly promotes circulation industry modernization, with this effect being mediated by the moderating roles of industrial structure optimization and technological innovation. These findings not only enrich the theoretical framework linking CBEC and circulation industry development but also offer actionable insights for policymakers and practitioners seeking to leverage CBEC as a strategic tool for industry transformation and sustainable growth.
