Abstract

This study evaluates the impact of China's Cross‑border E‑commerce Comprehensive Pilot Zones on technological innovation in retail enterprises, using panel data from Shanghai and Shenzhen A‑share listed retail firms over the period 2011–2022. Empirical results indicate that the establishment of these pilot zones significantly enhances enterprise innovation performance, a finding that remains robust after controlling for trends and addressing endogeneity concerns. Mechanism analysis reveals that the policy effect operates through alleviating financing cost pressures within pilot areas, thereby creating favorable conditions for innovation. Based on these findings, this paper proposes policy recommendations for deepening pilot zone implementation, expanding financial support, and strengthening industry‑university‑research collaboration to sustain and amplify innovation gains.
